Low HERS scores save energy
Home builders within NIPSCO's service territory can earn cash incentives through NIPSCO’s Residential New Construction Program. Incentives will be paid to the home builder on a per-home basis, and residential home builders can earn up to $2,400 per home!
New construction homes must be rated by a Certified RESNET Home Energy Rater or Rating Field Inspector to qualify.
Important Program Update
Indiana raised the baseline for new construction with the new 2020 energy code. This requires new home builders to build tighter homes and duct systems along with installing more efficient lighting and insulation. While the state of Indiana limited the scope of the IECC 2018 code by amending key areas of the code including attic insulation level and windows and foundation insulation, high-efficiency lighting and air sealing requirements remain higher than the previous code. The NIPSCO Residential New Construction Program design was adjusted effective April 14, 2024. Key changes include:
- All applications received must use the application linked below and meet the new requirements to qualify for a rebate
- All Central AC systems must be rated 15.2 SEER 2 or greater to qualify for the electric service incentive

Home Energy Rating System (HERS) Index is a nationally recognized industry standard by which a home's energy efficiency is measured.
1New Construction electric and natural gas home must have active NIPSCO residential electric and natural gas service, an electric cooling system, and utilize natural gas for all space heating to be eligible.
2The maximum NIPSCO Residential New Construction rebate value may not exceed $2,400 per qualifying home.
3New Construction electric only homes must have active NIPSCO residential electric service AND the home must have an electric cooling system to be eligible.
4New Construction natural gas service only homes must have active NIPSCO residential natural gas service AND the home must utilize natural gas for all space heating to be eligible.
5New Construction homes using ground source heat pumps (geothermal) or dual fuel systems (a heat pump used in conjunction with a gas furnace) are only eligible for an electric rebate through the Residential New Construction program.
6All Central AC systems must be rated 15.2 SEER 2 or greater to qualify for the electric service incentive.
7All high-efficiency furnaces must be 95% AFUE or greater to qualify for the natural gas service incentive.

Eligibility Requirements
- This program offering is only available to home building companies of new construction homes.
- Homes must be new construction.
- Homes must have active NIPSCO residential electric and/or natural gas service.
- Homes must be detached single family, duplex, or multifamily end unit type.
- The HERS Index score must be calculated by a Certified RESNET Home Energy Rater or Certified RESNET HERS Rating Field Inspector.
- Homes receiving a rebate in the Residential New Construction program will not be eligible for rebates through any other NIPSCO Residential programs for a period of three years after the HERS Index Rating date.
- Applications must be submitted within 90 days of HERS rating date for HERS ratings between January 1, 2024 – November 30, 2024. Applications for homes rated after October 31, 2024 must be postmarked by November 30, 2024. Applications postmarked after November 30, 2024 will begin processing in January 2025 dependent on program availability, funding, and eligibility.
- Applications must be completed, signed and include a copy of the HERS Rating Index Score documentation as well as the invoice from the HERS Rater showing the instant discount (if applicable).
- 2024 program funds are limited. Applications are processed and paid on a first-come, first-served basis.
